Isi artikelDistance education students are required to be independent learners who are able to manage their own learning. But in order to be independent, they need a support system that encourages, helps, and motivates them to learn. This support system can be provided in the form of tutorial, which is an important but often neglected aspect of distance education. As a learning support, tutorial encourages students to become actively involve in solving academic as well as personal problems. Through tutorial, students can actively interact with tutors and other learning resources, and socialize with their colleagues. There are three main types of tutorial, i.e. tutorial at a distance, supplementary personal consultation at regional study centers, and the most popular face-to-face tutorial. Regardless of its various type, tutorial must maintain the intensiveness of communication between students and tutors, as that is the essence of tutorial. Drawing from the experience of the Indonesian Open Learning University, the effectiveness of tutorial can be improved by; (1) providing the most appropriate type of tutorial based on the needs of the students, (2) improving the quality of learning materials, (3) enhancing the qualification and competencies of the tutors, (4) enhancing the collaboration with relevant institutions, and (5) making tutorial an integrated part of the learning system. The implication of this to distance education institution is: (1) sufficient financial support for tutorial should be allocated, (2) reguler program for monitoring and evaluation of tutorial should be developed and implemented, and (3) commitment on the implementation of tutorial should be seen at all levels in the institution.
