Until recently, development in Indonesia has been dominated by tangible aspects such as who will get how much. Although it is necessary to provide enough products and distribute them to the people, development should also consider intangible aspects such as concern for individual and social environment. One of the reasons for the reglecting of intangible aspects is communication model developed and implemented by the government. The model limits interactive and productive communication between those in power and the people they serve. This article stresses the need for a new communication model which allows the two parties to interact effectively. A two-way developmental communication model is suggested. The suggested model will acknowledge continuous dialogue among the parties involved.
