To distribute the learning materials to Open University regional center (UPBJJ), the Open University (UT) utilizes a centralized system, where all the materials are printed and produced only by a publisher in Jakarta. This centralized system can be replaced by a distributed system, where the materials are printed by publishers close to UPBJJ. By applying the transportation simplex method, the location and the amount of the publisher can be determined. The procedure of the transportation simplex method consists of 3 steps: initialization, optimization, and iteration. By this method, for a combination of 3 publishers, it can be concluded that the location of the publishers can be chosen from the following combination (Jakarta, Purwokerto, Makassar), (Jakarta, Semarang, Makassar), (Jakarta, Yogyakarta, Makassar), or (Jakarta, Surakarta, Makassar) as the transportation costs on those cities reach the minimum.
