What Dr. Hans Singer describes as the "vicious circles of development" lead in part to his warning that prospects for reducing world inequality will remain gloomy unless those countries which can afford to do so combine to help the Third World properly develop its technological capacity. A native of Germany, Professor Singer obtained his doctorate from Cmabridge University and later served with the United Nations, his work taking him tp Brazil, Turkey, and more recently as head of a U.N. development mission to Kenya. Author of several books including Perspectives of Economic Development, he writes now from England where he is Professorial Fellow of the Institute of Development Studies at the University of Sussex.
