Ward asks and seeks to answer the question: What are the tolerance levels of inequality? A widely experienced, Washington-based consultant, Dr. Ward was formerly chairman of the economics department of Long Island University and from 1965 to 1969, chief of the planning division of the U.S. Agency for International Development. His inquiry leads him to a number provocative observations, first made as the subject of his recent presidential address to the Association for Social Economics.
