The pressure of Java population has been critically worrying the government since the Dutch occupation and efforts that had been made to solve the problem were to improve education, fix irrigation and migrate some of the population. The migration programme was still continued after Indonesia got independence, only in the New Order era, namely in 1968, that family planning programme became official programme of the state. The programme was included in Pelita I (the first five year development) starting in 1969 and BKKBN (Badan Koordinasi Keluarga Berencana National/Institute of National Coordination of Family Planning) was established in 1970. The advantage of this, in the light of social view, was that no religious group against the idea of family planning when it was first introduced. From the point of view of organizational structure, the advantageous thing is that BKKBN functions as a coordinating body and has made various concerned departements involve in the implementation of the programme. Another positive thing was the government has given high priority to this programme and it has been putting stress on social approach. The programme has been running well and has national coverage of 58.99% in 1990. However, the problem of "drop out" contraceptors should be taken into account. The total birth rate was dropping rapidly, from 5.61 in 1970 to 3.26 in 1985. This relates with various social economy improvements that have been achieved in the recent decade and also the fact that demographically the majority of the Indonesian population is a society with bilateral system. Such a society has no strong preference towards boy-children and this is significantly advantageous in developing the value of a small family.
