An analysis of development by using economic approach relatively known by most of people and this kind of analisys is very common in economic development. In economic development the relation between some other aspects of the nation is not analysed explicitly, for instance, its relation with culture, national integrity, etc. The decision in invesments consumption, and the role of foreign capital are determined and based on political decision. This is not a purely economy decision, especially if we view the economy plan as utilization of natural resources and its relation to enviromental issues point of views. The success of national development not only depend on the quality of the human resources such as expertise of the leader and his members, however it also depends on the rapidly changing of the aspects of national resilience.The objetives of this paper are to analyze the development of Indonesia during the Pelita I by using national resilience approach. It also try to predict the dinamyc of the development during the Pelita II, by considering the effect of strategic environment.
