Small Scale Industry not only viewed as an important element of government policy, but also as an effective instrument in the development and the income distribution improvement. Eventhough the result of the study shows that the relation of SSI employment share, small industry, and home industry independently has a negative and positive value, all of them are not significant. The regression analysis shows that all of employees who work on SSI are not influenced by economic growth or income per capita in manufacture sector. The role of SSI is more significant than the role of MLSI (Medium, Large Scale Industri). In manufacture sector, however, its contribution to PDRB is very small and this shows that the productivity of SSIs is relatively very small. The other aspect that should be considered is that the multiplier affect is also very small. In West Java, activity of SSI is more "supply-pushed" or stimulated by unprosperity and local unemployment, not by industialization process and marhat growth
