Urban and rural area is an integrated system in terms of geographically, demographically, economically, socioculturally, politically and military. However, economically the difference between urban and rural area is clear and this situation potentially can disturb and jeopardize the national integrity and unity. Rural development is left behind by urban development and this disparity might be caused by: the very wide range of rural area to be covered, the distribution of population, socio-cultural situation, a perception that rural area is inferior than urban area, the orientation of rural development is on physical aspect rather than non physical aspect, and brain-drain process. Therefore, some feature that should be considered in rural development in the future are: the awareness of the importance of competition culture, paternalitstic, leadership style, and priority for unprosperous rural areas.
