Mineral resource management relates to the integrate manage ment of the various aspects of the mineral resource. Its policy depends on the importance and the interest given by a nation for certain minerals and its political will and efforts to obtain the most benefit from the availability of the mineral resource in the country for the welfare of its people. For our country the management policy is written for every five years in the mining and energy sector of the GBHN since Pelita I until now. Mineral resource, oil included, is a big foreign currency contribution to our county; for that reason it can be made into a strong base for a development strategy through industrialisation. The dominant role of the transnational corporations with their complex vertical integration makes it more difficult to tax mining activities and moreover major decisions of the companies are taken based on their global strategies rather than on the interest of the host country. To obtain the maximum benefit from a mineral resource development maximum effots should be made to tap as much as possible mineral rents, to encourage the estabilishment of processing facilities domestically, contol the auxilliary and supporting services and to achieve the main and the subsidiary objectives. The policies, directives and objectives for the PJP II and Pelita VI can be found in the 1993 GBHN, specifically in the mining, energy and environment sectors. Mining with a national development outlook means good mining and reclamation practices adjusted and geared to the dilectives of the GBHN.
