Two main issues needed to be considered in developing the national economy in the 21st century are: 1) capital accumulation and productivity growth, and 2) equal distribution of job opportunities and of national income. This article provided an indepth discussion of the alternatives for development that can be implemented, especially those in agribusiness and agroindustry. Discussion was also done on small scale agribusiness treated as one of the important sector (with secondary cooperative organizational system restructuring), as well as on supporting policies that could help increase the national economic growth, decrease the gap among existing economic groups, and expand job opportunities. Development such as this would hopefully balance the positive and negative impacts of globalization and liberalization of world economy.
