The world is learning how to feed itself, says the author, pointing to the 100 percent increase in global wheat and feed grains production since 1964. In her view, the famine situation in Africa, "while an enormous human tragedy," does not reflect an international production crisis but rather the need for long-term solutions including far-reaching institutional reforms in Africa, infrastructure development, and improvement of human capital. Barbara Insel is an international affairs fellow at the Council on Foreign Relations.
