Two officials of the Office of the U.S. Trade Representative (USTR) explain how the emergence of computer-based information technology has dramatically affected the production of goods and services and the operation of multinational firms, which has, in turn, created new issues of concern to trade policymakers. Geza Feketekuty is Senior Assistant U.S. Trade Representative responsible for services and trade policy development. He formerly was a senior staff economist for international finance and trade with the President's Council of Economic Advisers and an economist and budget examiner with the U.S. Office of Management and Budget. Kathryn Hauser is Director of Telecommunications Services for the Office of the USTR. This articles has been adapted from a paper prepared by the authors earlier this year.
