Advocates of a cleaner environment in the United States are increasingly leaning toward devising economic incentives and away from direct regulation, which can be cumbersome and cost-ineffective. The authors discuss several of the current programs that employ economic incentives as a means of controlling pollution. Theodore Crone and Robert H. DeFina are associated with the Research Department of the Federal Reserve Bank of Philadelphia. Dr. Crone is an economist with the regional and urban section, and Dr. DeFina is a senior economist with the macroeconomics section.
