Although there are many who would disagree, "economists increasingly have come to realize that the central bank can do little to promote full employment except provide an economic environment that includes a sound financial system and a stable price level, "says the author in this thoughtful commentary on the various policy tools the Federal Reserve might employ to achieve its goals.
