The author points out that while the adjustment process is likely to be a "wrenching" experience, it is necessary in order to maintain international competitiveness. He cites historical examples. Pierre S. du Pont IV has been a businessman, state representative, and member of the U.S. Congress. Scion of a prominent American industrial family, he served six years in the U.S. House of Representatives, where he was a member of the Foreign Affairs Committee. He was elected Governor of the State of Delaware in 1976, and reelected in 1980. A fiscal conservative with a strong interest in the problems of jobless young people, he has advised both the Reagan Administration and the Congress on national youth employment policy.
