Countertrade, which is a sophisticated form of barter, is increasingly manifesting itself in the international trading community as a result of developing country debt and other problems. In the author's view, countertrade tends to push countries toward bilaterial balancing, making it "far inferior to free trade." Norman S. Fieleke is vice-president and economist in charge of international research with the Federal Reserve Bank of Boston. He has also held positions with a number of U.S. Government agencies, including the Office of Management and Budget, the Office of the Special Representative for Trade Negotiations, and the U.S. International Trade Commission. This article is an abridgement of an article of the same title from a recent issue of the New England Economic Review, published by the Federal Reserve Bank of Boston.
