Isi artikelThe author discusses how a relatively free market for petroleum is beginning to emerge again as a result of the recent world "glut" of oil and other global trends. He explains that this has led to a shift in the relative bargaining power of companies vis-a-vis governments and restored aspects of marketplace economics to the international oil industry. Edward L. Morse is director of international affairs for Phillips Petroleum Company. In 1980 and 1981, he served as Deputy Assistant Secretary of State for International Energy Policy, and in 1977 and 1978, he was executive director of the "1980s Project" for the Council on Foreign Relations. This article is based on Dr. Morse's article, "The International Petroleum Economy: A Rebirth of Liberalism?" which appeared in a recent issue of SAIS Review.
