Some of the complexities of trying to assign to budget deficits the responsibility for certain macroeconomic phenomena that may or may not be undesirable-such as underinvestment-are analyzed in this thoughtful essay by a prominent bank economist. Making deficits a scapegoat diverts attention "from genuine issues to statistical abstractions," he explains. Albert M. Wojnilower is a managing director and the chiedf economist of The First Boston Corporation. He has also held positions with the Federal Reserve Bank of New York and the First National City Bank of New York, and he has served as an adjunct professor of finance at New York University. This article is based on Dr. Wojnilower's remarks to an economics conference in October 1983 and published by The First Boston Corporation. The views expressed here are solely those of the author.
