The pilot project of local autonomy based on the law on government autonomy No. 5, 1992 has been conducted in Banyumas, one distric in Central Java. The evaluation of the organisational system and its effectivity of the project shows that the organisational system does not really fulfil the real need of the local autonomy. After four years of project, it seems that the previous organisational pattern is still dominant. The lack support of qualified human resource and availability financial resource has made the local government cannot perform the project effectively. The law of the local autonomy project, however, has already been out of date since the new law on government autonomy No. 22, 1999 has formally been executed.
