Various crises that have been hitting Indonesia for the past two years together with disintegration threat have put Indonesia in a difficult situation. The bad condition in this transition period is the culmination of distrust people put in social structure especially in normative system. The dysfunction of law has made them disobey it as well as its attributes and made the legal certainty seem to be impossible to take place. To correct this bad image, it is necessary to reform the existing law enforcement. The law reform covers the justice system either its legal entities, its apparatus, and its legal culture. Reforming the legal entities can be done by reexamining the existing national law as well as by making legal system needed for the time being. For that reason, a representative legislative council is absolutely needed to anticipate the need for the law enforcement. The apparatus' credibility is a significant factor for the right law enforcement. Law is not only reinforced on the people who live with it but also on the apparatus. Finally, the law enforcement will succeed if the law itself is obeyed. With the right law enforcement, the existing law will be manifested in our daily life attitude and behaviour.
