The Implementation of decentralization policies has potentially supported improvement of democracy in local level. One of the improvements reflected in the equality position of local parliament and executives (governor, head of district/mayor). However, this change does not automatically improve the quality of democracy in the local level. In many cases, the local parliament has involved in abusing of power. In order to accelerate democratization process in the local level, this article suggests that the changing policies on decentralization should be followed by the changing of other systems especially those related to electoral and political party system. Through the possibility of people in controlling their representatives in the local parliament, abuse of power in the local level can be reduced. In addition, civil society strengthening will be very important in supporting democratization process in the local level.
