Although fully supported by additional law, but decentralization policy of autonomic area always contains problems. Including matter of policy implementing process which partly yields in asset conflict betwen many regency and decentralization regency. Such as what was seen from Pasaman Regency and Pasaman Barat. This study aims to know and evaluate the implementation of decentralization policy in Pasaman Barat and Pasaman Regency, also analyze participation of actors involved besides motive of interest underlying the action of factor/implementator who are elites in both regencies.
