The question of the desirability or otherwise of central economic planning in the United States arouses deep-seated controversy among those in and out of profession who discuss it. The issue has reached a new peak of interest as a result of the unplanned misfortunes of recession and inflation that industrialized economies have recently endured, and the debate has been sharpened in the United States in this election year by legislation proposed in Congress for "balanced growth and economic planning." In this and the four subsequent articles, the various aspects of the history and the extent of planning in the United States and other nations. Dr. Goodwin, a Canadian citizen, is a professor of economics at Duke University, North Carolina, where he obtained his doctorate in 1958. The role of the planner has been a source of contention throughout U.S. history, writes Dr. Goodwin, yet the climate of the debate continues to be one of general ignorance of the facts-a situation that he hopes will be rectified in view of the crucial matters involved.
