In this article drawn from remarks to an economists' group, the head of the Federal Reserve Bank of New York underscores the critically important role that the International Monetary Fund plays in helping deal with debt difficulties, and he suggests three broad areas where policy reform in borrowing countries is called for to reduce dependece on external financing and to promote domestic savings. Anthony M. Solomon has been president and chief executive officer of the Federal Reserve Bank of New York since 1980. In that position, he also serves as vice-chairman of the Federal Open Market Committee, the top monetary policymaking unit of the Federal Reserve System. During a distinguished career of more than 40 years, he has held several important positions with the U.S. Government, including, most recently, Under Secretary of the Treasury for Monetary Affairs.
