The author concludes that given the pace of the current economic recovery,"it would be far better to have emergency plans in reserve than to set up sweeping new reform mechanisms that could make the problem worse than need be." William R. Cline is a senior fellow at the Institute for International Economics and a professorial lecturer at the Johns Hopkins University School of Advanced International Studies. He was formerly senior fellow at the Brookings Institution and deputy director for development and trade research at the U.S. Department of the Treasury. Dr. Cline is the author of many books and articles on international trade, finance, and development.
