The framers of the U.S. Constitution believed that by creating a government whose citizens could in freedom and security pursue their own self-interests, the result would be beneficial for the entire society. A lawyer and partner in the firm Baker & Hoatetler, Betty Southard Murphy is also an adjunct professor of law at The American University and a commissioner of the Commission on the Bicentennial of the U.S. Constitution, for which she is chairing the international advisory committee, Mrs. Murphy was formerly adminstrator of the Wage and Hour Division, U.S. Department of Labor, and, from 1975 to 1979, she headed the U.S. National Labor Relations Board.
