In a comprehensive discussion, the atuhor explains why the drive for adotion of specific industrial policies in the United State has gradually lost much of its steam. R.D. Norton holds a chair in business economics at Bryant College. In addition to teaching at several other major U.S.colleges, Dr. Norton has served as a consultant to the Joint Economic Committee of the U.S. Congress, the President's Commission for a National Agenda for the Eighties, and the White House Conference on Small Business. This article is an abridgment of an article of the same title published in Journal of Economic Literature.
