Examining the various forms that international technology transfer can take, the author concludes that since most technology transfer is the result of private sector investment, the role of governments in the process should be limited to eliminating obstacles to a free flow of technology. A specialist in international economics and author of the recent book Multinationals As Mutual Invaders: Intra-industry Direct Foreign Investment, Asim Erdilek is professor of economic at Case Western Reserve University. He has been a consultant to private organizations and U.S. Government agencies, as well as to the United Nations. This article is based on Dr. Erdilek's address, "Recent Trends and Issues in West-to-West International Technology Transfer," at the World Future Society Economy in August 1985.
