Since the early 1970s, the international monetary system has evolved from a fixed to a floating exchange rate system. In this and the following three articles, leading experts examine how this evolution has affected trade flows and global economic prospects, and they present their views on the possibilities for improving the way the system functions. In this first article, the former head of the Federal Republic of Germany's central bank explains why-contrary to the expectations of some analysis-the U.S. dollar has become more important, rather than less, since the gold-dollar link was broken in the early 1970s. A distinguished member of the international financial community, Otmar Emminger served as a member of the board of directors of the Dutsche Bundesbank for more than 20 years, chairing that group and the bank's board of governors from 1977 to 1979. He also held prominent positions in a number of other organizations, including the European Economic Community Monetary Committee, the International Monetary Fund, the Organization for Economic Cooperation and Developemnt, and the Bank for International Settlemens. This article is based on an address given by Dr. Emminger at a symposium on the dollar sponsored by the Federal Reserve Bank of Kansas City, which published the address in its Economic Review; it was updated by the author shortly before his death in August of 1986.
