Although cartels have had a bad name for many years, more and more of them are appearing. In the authors' view, a "hard look" should be taken at the various experiments under way to form benevolent cartels, and any such cartels that are permitted should be continuously, scrutinized and evaluated on a case-by-case basis. Joseph L. Bower is professor of Business Administration at the Harvard University Business School and the author of The Two Faces of Management: An American Approach to Leadership in Business and Politics. A former professor of business administration at Harvard, Eric A. Rhenman is founder and chairman of SIAR, an international management consulting firm.
