Immigrants have made a significant contribution to the U.S. economy in the past and, despite some problems, are continuing to do so, concludes the Council of Economic Advisers (CEA) in this analysis of the costs and economic benefits of immigration. The Council of Economic Advisers is a presidentially appointed group responsible for analyzing the government's economic policies and programs, and for advising the President on economic developments and recommending policies for growth and stability. This article is drawn from a chapter in the CEA's 1986 annual report, which accompanied the Economic Report of the President.
