This interview was conducted by Richard Riecken, senior editor of Economic Impact. As Assistant United States Trade Representative for Trade Policy and Analysis, Harvey E. Bale, Jr., is responsible for the developement of U.S. trade policy analyses, options, and positions. Dr. Bale has been with the office of the USTR since 1975, earlier serving as head of its Investment Policy Office, as chief economist and Deputy Assistant USTR for Policy Planning, and as chief economist and trade negotiator with the U.S. delegation to the Tokyo Round of multilateral trade negotiations.
