Reducing the role of government in order to strengthen the private sector and stimulate growth is a goal of the Reagan Administration and of the governments of a number of other countries. This and the following three articles discuss initiatives recently undertaken in various countries to privatize government services, deregulate private sector economic activities, and relaz constraints on private investment. In this first article, the author explains how privatization has developed from an examination of the importance of property rights, and why, in his view, private ownership is critical to the promotion of economic efficiency. Steve H. Hanke is professor of applied economics at The Johns Hopkins University and a senior adviser to the Joint Economic Committee of the United States Congress. He has also served as a senior economist with the President's Council of Economic Advisers and as a senior fellow with the Heritage Foundation. This article is abridged from a Heritgae lecture by Dr. Hanke on "The Theory of Privatization," which was published in The Privatization Option: A Strategy to Shrink the Size of Government.
