Richard N. Cooper, a professor of economics at Harvard University, was Deputy Assistant Secretary of State for International Monetary Affairs in 1965-1966 and Under Secretary of State for Economic Affairs from 1977 to 1981. The author of numerous articles on economic policy, Dr. Cooper was formerly a professor of economics and provost at Yale University, Ann L. Hollick has been with the U.S. Department of State since 1979 and currently heads its Office of International Trade. Previously, she was an associate professor of political science at Johns Hopkins University and a visiting professor in political science and international studies at athe Massachusetts Institute of Technology. This article has been abridged from a chapter in the book Technological Frontiers and Foreign Relations.
