The chairman of the Senate Foreign Relations Committee explains that while the U.S. Congress has generally been supportive of free trade over the last half century, the recent introduction of a number of trade-limiting bills reflects increasing frustration with the high U.S. trade deficit and barriers to U.S. exports abroad. Richard G. Lugar is the senior Republican Senator from the State of Indiana. Before his election to the Senate in 1976, Senator Lugar was a businessman and, from 1967 to 1975, the mayor of the City of Indianapolis, Indiana, during which time he served as president of the National League of Cities and as vice-president of the Advisory Commission on Intergovernmental Relations.
