Trade in services is expected to be an important part of discussions in a new round of negotiations, according to a former U.S trade negotiator. He points out that rapid technological changes taking place in information flows have complicated the problems of fitting services into the framework of the General Agreement on Tariffs and Trade, necessitating careful preparation by all parties. An authority on international economics and technological change, Harald B. Malmgren is president of Malmgren, Inc., an economic and management consulting firm, and adjunct professor of economics at Georgetown University, From 1972 to 1975,l Dr. Malmgren was Deputy Special Trade Representative for Negotiations; in this capacity, he chaired the White House committee that drafted the Trade Act of 1974. His books include International Economic Peacekeeping and International Order for Public Subsidies.
