Recent changes in the American economy have helped state and local governments move to the forefront in the formulation of industrial policy, according to the Governor of the State of Arizona. While it is still too early to assess the success of many new, experimental programs, partnerships that link industry, universities, and government are likely to have a profound impact. Bruce Babbitt has been Arizona's chief executive since March 1978, after serving for three years as the state's attorney general. A graduate of the Harvard University Law School, Governor Babbitt has spurred development of high technology in his state through cooperative efforts eith industry and initiatives to redirect and enhance educational programs at all levels.
