Analyzing some of the possibilities for coping with developing country debt, a governor of the U.S Federal Reserve System notes that although bank capital has been increasing and banks have shown a willingness to continue to lend to creditworthy countries, "it is in the direction of equity investment...that recent progress in the capital markets can best be put at the service of developing countries." Henry C. Wallich has been a member of the Board of Governors of the Federal Reserve System, the U.S. central bank, since 1974. Prior to his appointment, he was professor of economics at Yale University for more than 20 years, taking a leave of absence in 1959-1961 to serve as a member of the President's Council of Economic Advisers. This article was originally presented as a speech at a conference of bankers and businesspersons in September 1985.
