Advances in biotechnology and in the use of information technology on farms are expected to contribute to steady increases in U.S. agricultural productivity between now and the end of this century, according to a study prepared by the U.S. Office of Technology Assessment (OTA)-an analytical arm of the U.S. Congress charged with helping legislative policymakers anticipate and plan for the consequences of technological change. While these new technologies may improve the competitive position of American agriculture, they also have the potential for creating surpluses and hurrying the trend to ever larger, more industrialized farms. This article is drawn from an OTA study titled Technology, Public Policy, and the Changing Structure of American Agriculture: A Special Report for the 1985 Farm Bill, which was issued in March 1985.
