Of all the world economic issues awaiting decision in the 1970s, perhaps none is of greater consequence than the question of ownership and distribution of the vast riches-gas and petroleum, fish and mineral-to be found in an under the seas. The background for the crucial 1974 U.N. Law of the Sea Conference on these issues is set with exceptional clarity by Eval Luard, fellow of St. Antony's College, Oxford University and former Briotish Member of Parliament, government official and delegate to the United Nations. The U.S. Special Presidential Representative and Chief of Delegation for the coming conference is John R. Stevenson, a distinguished international lawyer who has headed U.S. teams in earlier negotiations. Ambassador Stevenson, who was the Legal Adviser to the U.S. Department of State from 1969 to 1973, concisely answers a variety of questions about the overall issues and U.S. approaches to them. Although the ocean may one day yield bounty enough to end the world's material wants, many obstacles remain. A practical view of matters that must be resolved before that day can arrive is provided by Dr. Francis T. Christy, Jr., a member of the executive committee of the Law of the Sea Institute in Kingston, Rhode Island, who is associated with the nonprofit research group, Resources for the uture, in Washington D.C. Yet we risk losing the fruits of the seas even we reach for them. In a speech given by Dr. John Knaus, dean of the Graduate School of Oceanography at the University of Rhode Island, warns that the world many be approaching the point of no return in ocean pollution without even knowing it-and that, when realization dawns, it may already be too late.
