New technologies, coupled with the entry of several new food exporting nations on the world scene, have eradicated fears of severe food shortages throughout much of the world. At the same time, heightened competition in the trade of food stuffs is presenting new challenges to policymakers. This and following three articles examine these and other issues in today's agricultural economy. In this first article, a leading agricultural economist explains that because of the growth of international capital markets and changes in the exchange rate system, agriculture today can be understood only in the context of trends taking place in the larger global economy. The director of the World Bank's Department of Agriculture and Rural Development, G. Edward Schuh has had extensive teaching and consulting experience in the United States, Latin America, and India. He formerly headed the Department of Agricultural and Applied Economics at the University of Minnesota and served as Deputy Under Secretary for International Affairs and Commodity Programs with the U.S. Department of Agriculture. This article is abridged from a speech given by Dr. Schuh at a meeting of the Society for International Development in May 1985.
