A rigorous analysis of the reasons why the twin evils of high inflation and unemployment continue to exist simultaneously-in spite of traditional theories of a trade-off between the two-is presented in this article by a prominent U.s. economist. Since the standard prescription of fighting inflation by allowing the unemployment rate to rise above its natural rate does not seem to work well any more, he suggests a new approach: reducing unemployment and inflation at the same time with incentives from tax-oriented incomes policies. A native of germany who came to the United States in1935, Henry Wallich has achieved dinstinction in the highest academic and government circles. After a further stint at Yale, he was appointed a Governor of the Federal Reserve System in 1974.
