The author of this article, a former U.S. Ambassador, believes that countries with poor human rights records should probably be denied U.S. military assistance, but when it comes to economic aid he "would reverse the position, putting the burden of proof very much on those who would withhold it for human rights reasons." Ewin M. Martin was U.S. ambassador to Argentina from 1969-74 was chairman of tghe development assistance committee of the Organization for Economic Cooperation and Development. Both articles in this debate of aid vs. human rights were drawn from addresses given at the 1978 International Development Conference in Washington.
