The question of the priority that should be given to human rights in designing U.S. foreign aid programs has been increasingly debated in recent years. U.S. Representative Tom Harkin believes it is not possible to "puruse economic development without a strong parallel commitment to economic and social justice." A different view is taken in the subsequent article by former Ambassador Edwin Martin. Representating a constituency in the midwestern State of Iowa, Congressman Harkin serves on several House of Representatives subcommitteess dealing with agriculture and with science and technology. As a member of the House, he has worked consistently to include human rights in the U.S. aid legislation.
