In this introduction I have outlined the way I propose to approach the problem, keeping
in mind the scope and objectives of this meeting, as indicated in the Terms of Reference: how
do the majority of peoples in developing countries cope with insecury in the face of the
tremendous changes occurring in all areas of life; what is the role of social security, usually
associated with public policies and programs, in alleviating this insecurity? I will start with an
examination of the relevant issues, followed by an assessment of the policy implications and
conclude with some suggestions towards a research agenda. |
