Isi artikelthe authors contend that it is the large gap between U.S. spending and production, fueled mainly by the big federal budget deficit, that is porimarily responsible for the current U.S. trade deficit, rather than the unfair trading practices of other countries. Robert Z. Lwrence and Robert E. Litan are senior fellows in economic studies at The Brookings nstitutio, an independent public policy research organization in Washington D.C. Dr. Lawrence, who is also a professorial lecturer at the Johns Hopkins University School of Advanced International Studies, has been consultant to the Federal Reserve Bank of New York, the World Bank and the Organization for Economic Cooperation and Development. Dr. Litan, who is also a lawyer and visiting lecturer at the Yal;e University Law School, was formerly a staff member with the President's Council of Economic Advisers.
