Isi artikelIs the theory of comparative advantage first postulated by the English economist David Ricardo still valid? Are the mammoth trade imbalances being racked up by the United States and certain other countries in the late 1980s harbingers of a new era of "managed trade" destined to come in the future? The following two articles are presented in the interest of illuminating both sides of the important debate over the future of international trade. Arguing that the "free trade" policies followed for many years are gradually destroying the U.S. economic base, the author of this article recommends that the United states quickly adopt a managed trade strategy that would involve setting up a new Foreign Trade Agency to handle the task. A professor of economics at the University of Wisconsin, John M. Culbertson expouses a view of how trade works that unquestionably puts him in the minority among American economists-but it is a view that is incrasingly being heard. His many published works on international trade policy and other economic subjects include International Trade and the Future of the West, The Dangers of "Free Trade", and Competition, Constructive and Destructive. This article is based on a speech given by Dr. Culbertson at a symposium on trade at Lehigh University in April 1987.
