A governor of the U.S. central bank maintains that the future of international bank lending to developing countries should be seen as a long-term strategic decision, not merely as a credit judgement about a particular borrower at a given moment or the expected rate of return on a specific loan. A member of the Board of Governors of the Federal Reserve System since August 1986, H. Robert Heller also serves as the Federal Reserve's Representative to the National Council on International Monetary and Financial Policies. Mr. Heller is the author of several books on international finance, investment, and trade.
