Proposed liberalization of trade in services extends the scope of the Genereal Agreement of Tariffs and Trade negotiations into previously uncharted territory, the author says, and this will require "careful economic statesmanship" if meaningful agreemenats are to be reached. Craig VanGrasstek is president of VanGrasstek Communications, a Washington-based consulting firm that specializes in analyzing U.S. economic relations with developing countries. Mr. VanGrasstek is co-autjor of The Trade and Tariff Act of 1984: Trade Policy in Reagan Administration. This article, prepared for the Overseas Development Council, was originally titled "Negotiating U.S.-Third World Trade in Services: Obstacles and Opportunities." It has been updated by the author.
